중·동유럽에서의 포퓰리즘 상승에 관한 연구

초록

최근 중·동유럽 여러 나라 선거에서 극우 포퓰리즘 정당들이 약진하면서 포퓰리즘 운동들이 다시 한 번 전성기를 맞이하고 있다. 이 논문은 중·동유럽 포퓰리즘 상승의 배경과 요인, 그리고 포퓰리스트 정치인들의 정치적 선동과 주장의 내용, 포퓰리즘 운동의 유형 등의 분석을 통해 동유럽의 포퓰리즘이 민주화와 유럽화를 지향한 오랜기간의 체제전환 과정과 직결되어 있는 역동적인 정치현상임을 밝히는데 그 목적이 있다. 즉, 이 지역의 포퓰리즘은 체제전환 과정을 지배한 1)자유주의적 민주화와 약한 시민사회, 2)불평등과 개혁피로감, 3) 부패와 지배엘리트에 대한 불신, 4) EU가입과 정체성 문제 등이 복합적으로 작용한 정치현상이다. 동유럽의 ‘반자유주의적’ 포퓰리즘의 약진은 새 민주주의에 위험요소로 작용함으로써 민주주의 공고화 문제를 제기한다.

Abstract

While the right-wing populist parties in many countries in East central Europe advanced in national elections, the populist movements seem to reach its peak once again. This paper analyzes the factors and the background of rising populism in East central Europe. And analysis conitnues on the contents of political claims of populist movement. This could know that the political dynamic in Eastern Europe populist phenomenon is directly related to the transition process of a long period of democratization and Europeanization oriented. Finally the breakthrough of populist political movements will raise questions of consolidation of democracy in this region; how does rise of populisme act as hazards of the new democracies of Eastern Europe?
