유럽통화동맹의 탈정치화 전략에 대한 고찰

초록
유럽통화동맹은 통화정책의 결정과정을 탈정치화시킴으로써 노동자계급의 이해관계로부터 통화정책을 분리시킨다. 탈정치화 전략은 정책결정의 정치적 특성을 제거하는 과정으로써 유럽연합에서 ‘보충성의 원칙’으로 나타난다. 기본적으로 ‘보충성의 원칙’은 유럽 전역에서 긴축에 대한 노동자계급의 저항을 분절시키는데 기여한다. 유럽통화동맹은 신자유주의와 질서자유주의 이데올로기에 의거하고 있으며 ‘경제관계의 탈정치화’와 ‘국가의 재자립화’를 추구한다. 이러한 유럽통화동맹은 자본축적 위기에 대한 대응일 뿐만 아니라 노동자계급을 훈육하는 장치로써 노동자계급이 보다 열악한 조건에서도 더 열심히 일하게만든다. 더 나아가 유럽통화동맹은 개별 국가의 긴축정책을 초국가적인 기제를 통해 더욱강화하기 위해 고안된 것이다. 물론 이는 외관상 중립적이고 탈정치화된 기제로 나타난다.
Abstract
The European Monetary Union(EMU) is so structured as to depoliticize themaking of monetary policy and to insulate monetary policy from working classdemands. It is appeared as the ‘subsidiarity principle’ that is a kind of depoliticizationstrategy in European Union. In essence, the depoliticization is the process ofremoving the political of decision making. The subsidiarity principle would behelpful for fragmenting resistance of working class to austerity across Europe. The EMU based on the Neoliberalism and Ordo-Liberalism and seeks to thedepoliticization of economy relation and the re-autonomization of state. And theEMU is not only a response to the crisis of capitalist accumulation but also adevice for the disciplining of labour. Thus the EMU appears as an offensivedevice that seeks to make the European working class work harder in the face ofdeterioration condition. Further the EMU amounts to an institutional attempt atbuttressing domestic policies of austerity with a supranational anchor. Of coursethis seemingly appears a neutral and depoliticized mechanism.
