공동화폐 유로를 사용하고 있는 유로존의 위기가 지속되고 있다. 유로존 위기 극복을 위한 다양한 노력에도 불구하고 불안정한 모습은 여전하다. 완전한 해결책이 제시되지 못하는 것은 원인 구명 작업에 한계가 있기 때문이다. 이러한 문제 인식에서 시작된 본 연구의 목적은 유로존 위기의 원인을 규명하는 것이다. 본 연구의 핵심 주장은 지속되는 유로존 위기의 근원이 유럽경제의 흐름을 주도하고 있는 전통적인 ‘독일모델’과 유럽통합 과정 속에서 더욱 뚜렷해지고 있는 독일헤게모니 사이의 비대칭성에서 기인한다는 것이다. 그리고 이러한 인식에 기초하여 고안된 해결책만이 보다 진전된 통합유럽을 가능케 할 것이라 판단한다. 최근의 연구동향을 반영하고 있는 본 연구의 핵심 주장은 기존의 유력한 설명 방식들에 대한 비판을 병행하기에 새로운 접근이기도 하다. 독일모델과 독일헤게모니의 비대칭성 개념은 오늘의 유럽통합의 현주소를 정확히 이해하는 데 도움을 줄 것이다. 아울러 국가주권성과 초국가성의 긴장관계 속에서 진행되는 유럽통합의 논리를 명확히 파악함으로써 향후 통합유럽의 전망과 관련한 각종 주장들의 타당성을 점검해 보는 데도 기여할 수 있다고 판단한다.
Abstract
Crisis in the Euro-zone continues. Despite various attempts to overcome it, instability still prevails. Thus far insufficient explanations on the causes of the crisis prevented complete solutions from having been presented. From this perspective, the study will further its examination on what caused the current crisis in the Euro-zone. Main thesis of the study is that it is rooted in the deepening asymmetry between the traditional 'German Model' that has been leading the European economy in terms of both quantity and quality and the German Hegemony which becomes clearer in the European integration process. The study further suggests that a solution based on such a perspective could enable the advancement in the European integration. The thesis which reflects the most up-to-date research outcomes is a new approach in that it critically reviews the existing major explanations of the contributing factors to the crisis. Concept of asymmetry between the German Model and German Hegemony will help us better understand where the European integration stands at the moment. It will also help us check out the feasibility of various positions vis a vis the European integration outlook by grasping the logic of integration which is in progress in a strained relationship between national sovereignty and supranationality.
