Abstract
The main purpose of this paper is to clarify EU’s decision making process ofenergy security from a case study of the Nabucco gas pipeline project. Up to thispoint, most studies of Nabucco gas pipeline have set EU as a singular actor whohas a singular interest. This study has focused on the EU’s internal decisionmaking process of energy security policy as the bargaining process of Europeanmember’s interest that Moravcsik suggested. European commission had stronglysupported the Nabucco gas pipeline project as ‘the embodiment of the europeanenergy policy’ during 2000s. However, the Nabucco gas pipeline project as EU’senergy security policy was changed at the point of supporting method andcoverage of support after the Nabucco summit in 2009. This paper is pointing outthe reason of the change is European members’s interest at the bargaining andEuropean commission’s changed cognition about the Nabucco gas pipeline projectfrom ‘the embodiment of the european energy policy’ to ‘a purely commercialenterprise’ after the Nabucco summit. European members’s interest determined theposition of the Nabucco gas pipeline project in Nabucco submit. This interestcould be categorized into four types. First, dependence on Russian natural gas. Second, economic interest from Nabucco consortium. Third, the planed pipelineroute of Nabucco. Forth, the interest on the alternative pipeline plan as Nordstream or South stream.
