유럽의 경제통화동맹(EMU)에 대한 다양한 연구에도 불구하고 화폐통합 과정에 대한 체계적인 분석을 지역통합 이론 내에서 흡수하려는 노력은 아직 불만족스러운 형태로 남아있다. 무엇보다도 그동안 유럽통합과 관련되어 커다란 이론적 줄기를 형성해 왔던 신기능주의(neofunctionalism)와 정부간주의(intergovernmentalism)는 화폐통합의 문제와 관련하여 각각 설명력의 한계를 드러내었다. 이에 따라 구성주의적 접근법(constructivism)과 같은 새로운 시도들이 나타났지만 이 역시 이론적 완성도 측면에서 볼 때 결함을 보이고 있다. 본 논문의 목적은 화폐에 대한 분석을 기초로 신기능주의와 정부간주의가 가지고 있는 한계는 물론, 구성주의적 접근에서 보여주고 있는 구조와 행위의 상호작용의 모호성을 극복하여 유럽의 화폐통합 과정을 지역통합 이론 내에 체계적으로 흡수하려는 것이다.
Abstract
Although there are many articles about the EMU in academic literatures, the systematic analyse on the process of european monetary integration in context of regional integration theory is yet hard to find. The explanation of european integration with neofunctionalism and intergovernmentalism has already shown their analytical limits. Constructivism, the method that came as the alternative to neofunctionalism and intergovernmentalism has also failed to explain the concrete process of interactions between structure and behavior. Against these theories, this article, by defining money as the intermediary between structure and behavior, tries to overcome the limits of exiting explanations.
