이 글은 유럽통합을 새로운 정치적 ‘실험’으로 보고 그 실험의 성격을 통합의 목적과 방식 및 제도의 측면에서 살펴본다. 첫째, 유럽통합은 평화구축을 목적으로 하는 실험이다. 1, 2차 대전 이후 전쟁의 재발 방지가 통합의 기본적인 목적이다. 유럽은 독일 통일과 냉전 종식의 큰 도전을 비교적 잘 견뎌냈고 사실상의 안보공동체를 형성하고 있으며 대외적으로도 평화주의적 국제관계를 모색하고 있다. 둘째, 새로운 방식의 실험이다. ‘통합’ 자체가 근대국제정치 역사에서 새로운 시도다. 기존의 국제정치와 달리 통합은 힘의 논리에 의존하지 않고 새로운 ‘우리’(大我)를 구축함으로써 평화를 구축한다. 유럽은 회원국들이 서로의 주체성을 인정하고 수용하면서 초국가적 공간에서 ‘서로주체적 통합’을 실현하고 있다. 통합의 평화적이고 점진적인 방식, 회원국 사이의 ‘공동체방식’ 등 유럽통합의 주요 특징들을 서로주체적 통합의 맥락에서 이해할수 있다. 셋째, 새로운 제도의 실험이다. 유럽연합의 정치체는 한편으로는 국민국가의 틀을 넘어서면서 다른 한편으로는 국민국가의 현실을 반영한다. 유럽연합의 ‘초국가적’ 정치체는 국제관계와 국내관계, 근대와 탈근대의 이중 성격을 한 몸에 담고 있다. 근대국가체제의 현실에 뿌리를 내리고 있으면서 동시에 근대 주권국가나 영토국가의 틀을 넘는 탈근대의 새로운 정치체를 모색하는 제도적 실험이다.
Abstract
European integration is a new experiment in human history. I explore the experimental characters of European integration in political aspects. First, European integration is an experiment to establish a stable peace system on the continent after having suffered from the First and Second World Wars. The peacebuilding experiment has been largely successful. Europe has passed the examinations of German reunification and of the sudden collapse of the Cold War. Europe has evolved into a de facto “security community” while engaging herself to maintaining peaceful international relations. Second, European integration is experimenting with new ways of peace-building. Away from those power politics concepts dominant in international relations such as “balance of power” or “power preponderance,” integration is a new way of constructing peace on a regional level. In particular, European integration is a superb case of “allelosubjective integration,” in which member states meet each other as equivalent partners. The peaceful and gradual way of integration, and the so-called “Community method” observed also in the Council of Ministers, a typical intergovernmental body, are related to allelosubjective integration. Finally, European integration tries a new institutional experiment. Based upon the realities of modern inter-state relations on the one hand, the European Union tries on the other hand to build a new type of polity transcending the modern concept of nation-state. The “supranational” European polity embodies in itself both domestic and external relations, and postmodern as well as modern types of political systems. Standing on the modern states system, Europe is now examining new ways of organizing political life.
