블레어 정부의 경제 정책은 상당 부분 태처 정부가 주도한 신자유주의 경제 개혁의 영향을 받았다. 신노동당(New Labour)은 전통적인 사회주의의 이론과 정책을 근본적으로 재수정하고, 보수당이 이룩한 경제 개혁을 토대로 영국 사회의 새로운 변화를 시도하였다. 노동당은 선거에서 중간 계급의 지지를 얻기 위해 보수당이 제시한 복지 감축, 소득세 감면, 사유화 계획을 수용하였다. 블레어 정부의 경제 정책은 인플레이션 억제와 균형 재정 등 태처 정부의 주요 정책을 수용하였다. 하지만 블레어 정부는 일방적으로 신자유주의 경제 정책을 추종하는 것이 아니라 사회 복지와 사회·민주적 정책을 그대로 유지하기도 하였다. 블레어 정부는 보수당 정부와 달리 교육과 의료 부문의 국가 복지를 지속적으로 강조하기도 하고, 일부 국영 기업을 계속 유지하면서 공영·민영부문의 동반자 관계를 주장하여 보수당과는 다른 정책을 제시하기도 한다. 블레어 정부는 신자유주의적 정책과 달리 사회적 자본을 강화하기 위해 교육과 훈련을 강조하며 사회적 투자를 위한 정부의 적극적인 역할을 강조하며 새로운 고용 정책의 가능성을 제기하는 측면도 보여준다.
Abstract
The economic policy of the Blair government are based on the social and economic consequences of the Thatcherite reform programmes. The New Labour fundamentally transformed the old style of social democratic ideology and policies and attempted to transform the British economy. The New Labour accepted austere fiscal policy, tax cut, and privatization programme of the Conservative Party to gain electoral success. The Blair government has followed the economic policies of the Thatcher government, pursuing tight financial control and sound fiscal policy. However, the Blair government has not followed the neoliberal economic policy, but sustained social democratic policies of social welfare. Unlike the Conservative party programme, the New Labour still emphasized state welfare, in particular, education and health care, and pursued the partnership between the public and the private sector. Unlike neoliberal policy, the Blair government adopted policy proposals of education and retraining to strengthen social capital and emphasized the role of government for social investment.
