구사회민주주의의 이념과 정책을 수정하고 여러 정책적 쇄신을 해나가는 과정에서 영국 노동당의 조직과 정책의 현대화는 노조지도부들의 폭넓은 지지를 획득하면서 전개되었다. 이것은 영국 노동조합운동이 놓여져 있는 특수한 상황과 연결되어 있는 것이다. 보수당 장기집권을 종식시키는 것이 긴요한 과제였으며, 영국에서 케인즈주의의 공식적 폐기가 선언된 지 이미 오래된 상황을 보여주는 것이며, 80년대와 90년대를 거쳐 오면서 노동당 좌파의 힘이 쇠락해진 현실을 반영하는 것이다. 그러나 신노동당의 제2기가 시작된 2002년 이후 공공부분의 혁신 계획의 발표를 계기로 하여 당과 노동조합의 긴장이 높아져 가고 있는 상황은 당과 노조의 관계를 사고함에 있어서 주목할 만한 사건이다. 단기간에 당과 노조의 관계가 파국에 이를 것이라고 전망하는 사람은 거의 없지만, 신노동당 1기와는 다른 상황이 전개되어 가고 있는 것은 틀림없는 사실일 것이다.
Abstract
This article analyses the condition of the labour alliance of the Labour Party and its affiliated unions in the light of the pressures of changing political economy and electoral strategy. The link could be expected to weaken from the 1980s. While the link appeared to have stabilized for the first term of New Labour, it has become much more volatile since the general election in 2001. And the new group of more left-wing leaders of major unions have been formed in response to Blair’s third way policies.
