영국 대처(Thatcher) 정부의 경제정책과 함의

마거릿 대처(1979~90)는 감세와 조세개혁, 노사관계 개혁과 노동시장 유연성 확보, 대규모 공기업 민영화, 공공부문에의 경쟁도입, 규제혁파를 통해 기울어가던 영국경제를 되살려 놓았다. 이후 현재에 이르기까지 영국경제는 대처리즘의 기본 정신을 살린 존 메이저(1990~1997)는 물론 토니 블레어(1997~2007)의 신노동당 기조 위에 눈부신 경제도약을 이룩하였다. 1975년 G7 최하위였던 영국의 1인당 국민소득은 2006년말 현재 미국에 이어 2위로 올라섰으며, 21위였던 영국의 국가경쟁력은 6위로 올라섰다. 본고에서는 마거릿 대처의 경제정책을 감세, 민영화, 노조개혁의 세 가지 방향에서 살펴본다. 또한 높은 노동비용 증가, 노동시장 및 노사관계 구도, 독과점 산업구조, 사회보장 증가 대비 비대해진 관료조직, 정부의 과잉 규제, 방만하고 비효율적인 공기업 등을 특징으로 하는 현재 한국경제에 던지는 대처 경제정책의 함의를 살펴본다.
Abstract
The former British Prime Minister Margaret Thatcher (1979~1990) successfully revived the British economy that had been plagued by inefficient public sector, aggressive labor union, macroeconomic policy failure and moral hazard induced by excessive social welfare. The representative policy tools included tax reform, labor union reform, labor market flexibility, privatization, public sector and regulation reform. Prime Minister John Major (1990~1997) and even Prime Minister Tony Blair of the Labor Party (1997~2007) inherited the essence of Thatcher's economic policy to further cure the British disease and achieve the economic prosperity. For instance, the United Kingdom is currently only next to the United States among OECD countries in terms of the GDP per capita as well as various competitiveness indices. This paper investigates Thatcherim with respect to tax reform, labor union reform and privatization. Above all, we propose its implications to the current Korean economy that has been plagued by rapid expansion of inefficient public sector, monopolistic structure of major industries, the distortion of labor market structure and aggressive labor union.
