동아시아 경제 공동체와 지속 가능한 개방 전략: FTA 논의를 중심으로

과거 수십 년 동안 지역주의가 특별한 영향력을 발휘하지 못했던 동아시아 지역에서 지역 경제 통합에 대한 관심이 빠르게 증가하고 있다. 특히 동아시아 국가들은 동아시아 범위 내에서 FTA(자유무역협정)를 체결하는데 매우 적극적인 움직임을 보이고 있다. 일부는 FTA를 신자유주의의 확산에 지나지 않는다고 비판을 하고 있다. 그러나 동아시아에서 무역 자유화와 지역 경제 통합은 경제 성장을 촉진하였으며 동시에 생활수준을 개선하였다. 뿐만 아니라 지역 경제 통합은 지구화의 불확실성에 대처할 수 있는 추가적인 수단을 이들 국가들에게 제공할 것이다. 따라서 우리는 지역 경제 통합의 과정을 지지하고 더욱 능동적인 개방 전략을 채택할 필요가 있다. 또한 본 고는 능동적 개방 전략이 지속 가능한 것이 되기 위해서는 개방의 부작용에 효과적으로 대처할 수 있는 사회 정책과 함께 추진되어야 한다는 점을 강조하고 있다. 시장주의적 접근만으로는 개방 정략이 사회적 부작용의 증가시키고 개방화를 역진시킬 가능성을 증가시키기 때문이다.
Abstract
A region that had been notable for its lack of economic internal rink over previous fifty years is talking actively about regional cooperation. Especially, the East Asian Nations put new energy into forming free trade agreements with narrower geographic reach. Some criticize FTAs as the spread of new liberalism. Regional economic integration or trade liberalization cannot be said to be equal to new liberalism. In east Asia, trade liberalization stimulated economic growth and improved a level of life. Besides, regional economic integration will provide those country additional leverages to cope with the uncertainty of glottalization. Therefore, we need to support the process of regional economic integration and employ more active open policy. But, this article emphasize that to make open policy sustainable, the active open policy should be accompanied by proper social policy which negative effect of open policy, for example, unemployment, income differential.
