이 글은 2010년 지방선거 국면에서 진보적 야권의 승리에 상당한 정치적 영향력을 발휘했다고 평가되는 연합정치운동(선거연합)의 전체적 맥락을 분석하였다. 한국에서 기존의 연합정치에 대한 논의들이 ‘민주대연합’이냐 ‘진보대연합’이냐와 같은 주로 이념적 구도에 입각해 전개되었던 것이라면, 여기서는 연합정치의 다양성이라는 관점에서 이번 지방선거에서 연합정치가 부상하게 된 배경, 전개과정, 성과를 분석하고 전망과 향후 과제를 도출하고자 하였다. 이 글은 2010년 지방선거에서 여러 정당들이 선거연합에 참가하게 된 동인은 선거 효능감 및 이익배분에 대한 기대감이었고, 가치·정책 중심 연합정치에의 참여 동인은 여전히 부차적 역할에 머물렀다고 분석한다. 진보개혁 진영의 정당·정파들이 그런 기대감을 갖게 된 데는 선거공동대응을 통해서만 이명박정부와 집권당의 압도적 우세를 극복할 수 있다는 인식과 함께 연합 진영 내부의 정당 간 역관계가 더 이상 일방적이지 않다는 조건에 대한 인식이 이익배분에 대한 현실적 기대감을 높였다는 것이다. 그런데 이런 조건들의 변화는 연합정치의 내용에 있어서 가치·정책의 지향성을 강화해 나감으로써 이것이 다시 연합정치를 더욱 지속력 있게 만들었다. 이는 이번 지방선거의 경험이 한국에서 연합정치운동이 향후 더 높은 수준의 새로운 국면으로 진화해 나갈 수 있는 중요한 전기가 되었음을 시사한다.
Abstract
This paper examines the progressive coalition politics in the Korean local election in June 2010, which plays a major role in defeating ruling conservative party. Current discussions on the political coalition in Korea so far have been mainly focused on the ideological characteristics: either ‘democratic grand coalition’ or ‘progressive left coalition’. Here mainly through the prism of the diversity in coalition politics, it seeks to analyse the background, procedure, performance and limit of that electoral coalition, and draw up a future prospect and issues for progressive politics. This paper argues that the main incentives for engaging in electoral alliance was the sense of electoral efficacy and expecting payoff of election outcome. In contrast, value and policy-oriented coalition politics was still restricted to the secondary role. Nevertheless, such experience in coalition tends to reinforces the role of values and policies in the electoral alliance and it again made the electoral alliance to be more sustainable. It implies that the experiences in this election can shed light on the new development of progressive coalition politics in Korea.
