본 연구는 6․2 지방선거의 집합 결과와 유권자의 투표 행태를 심층적으로 분석한다. 본 연구에서 고찰하려는 연구 질문은 다음과 같다. 첫째, 한국 선거에서 반복적으로 나타나는 경험적 법칙(empirical law)은 이번 지방선거에서도 적용되었는가? 둘째, 선거에 영향을 준 복합적인 요인 중 어느 요인이 유권자의 투표 결정에 가장 중요한가? 셋째, 대통령의 국정운영 지지도가 50%에 육박하는 안정적인 상태에서, 이번 선거가 이명박 정부 집권 2년에 대한 회고적 응징투표가 대세였다면 심판의 핵심 대상은 무엇인가? 넷째, 민심의 대반란이 있었다면 이는 장기적 요인에 의한 것인가? 아니면 단기적 요인에 의한 것인가? 선거전후에 실시한 각종 여론조사 자료들을 토대로 분석한 결과, 다음과 같은 결론이 도출되었다. 첫째, 전망적 투표 행태가 나타나는 대선과는 달리 중간 평가 성격을 갖고 있는 총선과 지방선거에서 회고적 투표가 나타나는 경향이 또 다시 확인되었다. 무엇보다 회고적 투표의 기저에는 서민 경제를 어렵게 했다는 요인이 작동되었다. 둘째, 한국선거에서는 중도를 선점해야 승리한다는 이른바 중도 선점의 법칙이 이번 지방선거에서고 확인되었다. 셋째, 단순한 정당 지지도보다 유권자가 특정 정당에 갖고 있는 정당 혐오도가 더 중요한 투표 결정 요인이라는 혐오성의 원칙이 작동했다. 비록 선거전 정당 지지도에서 한나라당이 민주당보다 크게 앞섰지만 한나라다의 혐오 점수가 민주당 보다 크게 앞서면서 패배했다. 즉, 덜 좋은 정당보다 덜 싫은 정당을 지지해서 민주당이 승리했다. 넷째, 20대는 천안함, 30대는 무상급식, 40대는 4대강 등의 이슈에 영향을 받은 만큼 세대별 맞춤형 쟁점 투표가 존재했다. 40대 이하 연령층에서 투표에 영향을 주었던 모든 이슈가 민주당에게 절대적으로 유리하게 전개되어 압승했다. 결과적으로 40대 이하는 민주당, 50대 이상은 한나라당을 지지하는 새로운 세대 투표 현상이 나타났다. 다섯째, 야권 후보 단일화는 선거 구도를 여당 대 야당, 진보 대 보수의 양자구도로 만들면서 야당 승리의 견인차 역학을 했다. 선거연대에 성공한 세력은 승리하고, 분열된 세력은 실패한다는 선거 법칙도 변함없이 작동했다. 여섯째, 지난 대선에서 한나라당을 지지했던, 40대, 화이트칼라, 수도권 충청 출신층에서의 대규모 한나라당 이탈이 민주당 승리로 연결되었다. 이외에 지난 대선에서 이명박 후보를 압도적으로 지지했던 2-30대 젊은 세대가 반 한나라당 정서로 전환되었고, 투표율이 10% 포인트 정도 상승한 것이 민주당 승리의 결정적인 요인이었다.
Abstract
This study provides an in-depth analysis on the aggregate data results and voters' voting behavior of the 6․2 local election. The basic considered research question is that which factor among the complex set of factors that affect the election is most important in voters' voting decision? In the stable situation where President Lee Myung-bak's approval rating is nearly 50%, if the retrospective punishment voting was the general trend towards the Lee Myung-bak government in its second year in office during this election, who was the main target of the judgment? Analysis based on the various public opinion polls carried out before and after the elections produced the following results. First, different from the prospective voting behavior shown in Presidential elections, general elections and local elections which have mid-term evaluation features, proved the tendency for retrospective voting. Above all, at the basis of retrospective voting, the factor that the people's economy worsened worked. Second, the principle of acquiring the moderate in advance which claims that one can win when securing the non-partisans(political moderation) in Korean elections was confirmed through this local election. Third, the principle of disliking particular party, meaning that hatred for a certain political party is a more important decision factor in voting than simply supporting a political party, also had an effect. Fourth, issue voting existed according to each generation. Fifth, unifying the opposition candidate was the driving force for victory by creating a two-party structure of the ruling party vs. opposition party, progressive party vs. conservative party. Solidarity also had its effect in this election- that those who succeed in securing solidarity win, and those who divide fail. Sixth, those in their forties, white-collars, those from the capital area and Chungcheong-Do who had supported the Grand National Party during the last Presidential election left the party and this was followed by the Democratic Party's victory. Apart from this, the young generation in their twenties and thirties who had strongly supported Lee Myung-bak during the Presidential election shifted to anti-Grand National Party sentiment. Thus, the voting rate increased about 10% points and this was the decisive factor of the Democratic Party's victory.
