Abstract
MooHyun Roh was inaugurated into presidency while people suffered from social problems such as ever-aggravating economic inequality despite of economic recovery. The Rho Government’ emphasis on ‘inclusionary labor relations’ contributed to the boost of expectation among workers. Rho’s frequent reference to ‘the build-up of pro-business country,’ however, made workers throw doubt on the Roh’s will of inclusionary labor policy. It is the aim of this study to analyze whether the Roh Government have executed inclusionary labor policy or not and why it is so difficult for the Roh Government to keep its promise of inclusionary labor policy. The neoliberal economic policy of the Roh Government and preceding Kim Govermnent have propelled the socioeconomic model of Korean society to move from the state-led market economy model quite rapidly to the Anglo-American liberal market economy model instead of the North- European coordinated market economy model. Although the shift in the regime of accumulation to the liberal market economy has been almost finished, corresponding shift in the mode of regulation is yet to be done. In order for the new regime of accumulation operate effectively, the Roh Government was forced to enhance institutional complementarity by further flexibilizing labor market and labor relations. Although the shift in the regime of accumulation resulted in success owing to the mediation of business strategies, the shift in the mode of regulation coped with stubborn resistance of the democratic labor movement. After all, the inclusionary labor relations project was an attempt doomed to failure under the regime of accumulation tuned to the liberal market economy model.
