Abstract
This article analyses the evolutionary process of South Korea's nuclear technology regime and its impact on Korean society following Langdon Winner's critical view of reverse adaptation. This analysis focuses on issues of safety management, nuclear liabilities, nuclear proliferation and electricity market competition - all of which nuclear technology contains. This paper suggests reform of regulatory frameworks in order to secure a certain degree of societal freedom and to mitigate societal lock-in to nuclear technology as co-evolution theories recommend. The recommended reform encompasses independence of a safety regulatory body and a nuclear control body from existing administrative organizations, establishment of a national nuclear liability management authority, and the introduction of market discipline in the electricity industry.
