한국 사회협약 실험의 추동력과 한계: 조정시장경제로의 전환 가능성 검토

본 논문은 1997년 IMF 경제위기 이후 지속적으로 시도되고 있는 노사정 사회협약이 유럽의 조합주의 국가에서 보는 바와 같은 조정시장경제(Coordinated Market Economy, CME)로 발전하는 단초가 될 수 있는지를 검토한다. 사회협약 정치의 성공이 바로 조정시장경제로의 전환을 의미하는 것은 아니나, 사회협약 정치의 성공은 그 자체가 자유주의 시장경제로부터의 중대한 ‘일탈’로 평가될 수 있으며, 조정시장경제로의 전환 가능성을 열어 놓는 일이기 때문이다. 한국식 사회협약의 실험지인 노사정위원회의 활동을 중심으로 분석해본 결과는 다음과 같다. 첫째, 한국에서 사회협약의 실험은 세계화의 압력과 노·사·정의 전략적 참여 유인이 가해지고 있음에도 불구하고, 노·사 정상조직의 성원규제능력이 미약하고 의사결정의 민주적 절차를 확립하지 못해 좌초 위기에 처해 있다. 둘째, 사회적 협약이 커다란 결실을 보지 못하고 10년 가까이 지나고 있는 사이에 이미 자유주의 시장경제로의 전환이 깊숙이 진행되고 있어, 향후 사회협약의 정치가 성공해도 조정시장경제로의 전환은 어려울 것으로 판단된다.
Abstract
This study analyses the prospect of the Korean economy becoming a coordinated market economy since the continuous tripartite attempt at social partnership following the 1997 financial crisis. The successful politics of social pact alone does not necessarily constitute the transformation of the Korean economy into a coordinated market economy. Nonetheless, corporatist social partnership would be an undeniable exception to the liberal market economy, signaling a turing point to a more coordinated economy. Based on the observation on the activities of the Korean Tripartite Commission, the center of social concertation, this study concludes that the experiment on social partnership is at the risk of breakdown because of the lack of corporatist organizational capacity and of democratic decision-making process, and that the prolonged failure allows the Korean economy to evolve into a more liberal market economy. Therefore, it seems too late that even a successful establishment of stale social partnership can make a U-turn.
