Abstract
The purpose of this paper is to formulate a new model of Korea Industrial Relations as a tool of enhancing national economic competency. We performed a literature review on the previous models of national industrial relations and examined empirically the correlations between Industrial Relations Models (i.e., CME, LME) and natioanl economic performance (i.e., efficiency and equity) of OECD countries (including Korea). After we evaluated the current situation of Korea Industrial Relations and industrial structures, we suggested a Modified Coordinated Market Economy Model. The model was composed of three levels: macro (national), meso (regional/industrial), and micro (company) levels, and in the each level different models were formulated for the traditional industries and emerging industries. (1) In the macro (national) level, the active utilization of the Tripartite Commission, a mechanism for Social Dialogue regarding procedural issues among the state, employers and labor, was recommended. (2) Distributive issues were proposed to be dealt mainly in the meso level. Whereas industrial-level wage bargaining was recommended in the traditional industries (unionized in the most cases), nonunion joint councils were proposed in the emerging industries (nonunion in the most cases) to discuss working conditions. (3) Integrative issues were recommended to be dealt mainly in the micro level. Whereas the right to strike are supposed to be limited in unionized companies in the traditional industries to externalize industrial conflicts, the active utilization of nonunion employee representation (NER) is proposed in nonunion firms in the emerging industries.
