Abstract
This study evaluated an early literacy diagnostic tool for lower-grade elementary students, analyzing its limitations and suggesting improvements. Using both quantitative data and teacher observations, the research proceeded through design, implementation, problem identification, and proposals for refinement. The results showed four main issues: (1)test items were unevenly distributed, with an overemphasis on word recognition and insufficient coverage of background knowledge and verbal inference; (2)diagnostic results often conflicted with teacher judgments, misclassifying some students; (3)strategies for reading unfamiliar words, such as decoding, inference, and prediction, were not assessed; and (4)the lack of retelling hindered the evaluation of discourse-level comprehension. To improve the tool, the study recommends expanding reading comprehension items, integrating multiple data sources including teacher insights and affective factors, diversifying word reading strategies, and adopting retelling for discourse comprehension. These changes will enable more accurate identification of literacy difficulties and strengthen early interventions.
