도심과밀화로 인한 지상 교통 혼잡이 심화되고 있다. 특히, 우리나라는 OECD 회원국 중 가장 긴 출퇴근 시간을 보여주고 있다. 이러한 문제의 해결 방안으로 도심 항공 모빌리티(UAM)가 부상하고 있다. UAM 시행에 막대한 자원이 필요한 만큼 UAM 산업 시범 지역의 선정은 해당 산업의 지속적인 발전에 핵심 요소로 작용한다. 본 연구에서 ‘UAM 산업 시범지역’이란 합리적인 절차를 통해 선정된 지방자치단체가 정부와 협력하여 UAM 산업을 시범적으로 운영하는 지역으로 향후 국내 UAM 산업의 실증과 상용화를 촉진할 수 있는 정책적 선례가 되는 지역을 의미한다. 지방자치단체가 수익을 창출할 수 있어 지속적인 발전이 가능한 산업 형태인 관광산업과 연계한 UAM 산업 시범지역 선정 요소로는 안전성, 사업 계획의 적정성, 수익성이 있다. 이는 다시 철새 서식지, 지역낙후도지수, 버스조합체의 수, 통근 시간, 도로 보수 비용, 거주민 GRDP와 관광 지출액 등의 7가지 항목으로 분류된다. 각 항목의 가중치 산정을 위해 20대 대학생 및 대학원생을 대상으로 설문을 실시하였고, AHP 분석을 통해 가중치를 산출하였다. 이후 각 항목의 원지표에 1부터 10까지의 점수를 부여하고 가중치를 곱해 합산한 결과 울산, 광주, 대전 순으로 시범지역 선정이 타당하다는 결과를 도출하였다. 예상하지 못했으나 연구진행 기간 중 울산은 본 연구 결과와 일치하게 실제 선도도시로 지정되며, 이는 결과적으로 적지선정에 대한 본 연구가 매우 유효함을 보여주는 실제 사례가 되었다.
Abstract
Urban Air Mobility (UAM) is emerging as a solution to worsening ground traffic congestion caused by urban overpopulation. South Korea, which records the longest commuting time among OECD countries, requires strategic planning for UAM implementation due to the high costs involved. This study defines a "UAM industrial pilot region" as a municipality selected through a rational process, in collaboration with the central government, to operate UAM services on a trial basis and serve as a policy precedent for future commercialization. The study focuses on tourism-linked regions that can ensure local governments’ revenue generation and sustainable growth. Three key evaluation criteria—safety, business feasibility, and profitability—were established, further divided into seven indicators: migratory bird habitats, regional underdevelopment index, number of bus cooperatives, commuting time, road maintenance costs, resident GRDP, and tourism expenditure. Weight values for each indicator were derived through surveys targeting university and graduate students, analyzed using the Analytic Hierarchy Process (AHP). After scoring and weighting each region, Ulsan, Gwangju, and Daejeon were identified as the most suitable pilot regions. Notably, Ulsan was officially designated a leading UAM city during the research period, validating the practical applicability of this study’s methodology.
