본 연구는 국내 공간정보 분야에서 표준의 경제적 기여효과를 정량적으로 분석하기 위해 Cobb-Douglas 생산함수 기반의 분석 모델을 설계하고 실증 분석하는데 목적이 있다. 이를 위해 1995년부터 2023년까지의 공간정보산업 통계자료와 국가 공간정보정책 자료를 활용하여 분석 모델의 시계열 데이터를 구축하였으며, 이를 토대로 공간정보표준의 경제적 기여효과를 추정하고 선행연구와 비교 분석을 진행하였다. 분석 결과, 우리나라의 국가공간정보정책 기간 동안인 약 30년 동안 공간정보표준이 19.4% 증가하였으며, 표준의 증가는 공간정보 분야의 GDP와 노동생산성에 각각 12.5%, 30.5% 기여한 것으로 추정되었다. 또한, 우리나라 전 산업과 공간정보산업을 대상으로 비교 분석을 진행하였으며, 국내 산업 구조가 공간정보 융·복합 관련 산업이 높은 비율을 차지하고 있기 때문에, 향후 공간정보표준의 증가는 장기적 관점에서의 경제적으로 큰 영향을 미칠 것으로 나타났다. 이러한 연구 결과는 공간정보산업의 지속적 성장과 융복합 활성화를 위해 공간정보표준의 경제적 가치와 필요성을 실증적으로 제시함으로써 향후 국가 공간정보정책 및 표준화 정책 수립의 기초자료로 활용될 수 있을 것으로 기대된다.
Abstract
This study aims to design an analytical model based on the Cobb-Douglas production function and conduct an empirical analysis to quantitatively estimate the economic contribution of geospatial information (GI) standards in Republic of Korea. To achieve this, time-series data were constructed using GI industry statistics and national geospatial policy reports spanning from 1995 to 2023. Based on the analysis, it was estimated that the accumulated stock of GI standards increased by 19.4% over the past 30 years, contributing 12.5% to the GDP growth and 30.5% to the labor productivity improvement of the GI industry. A comparative analysis with the national economy also revealed that, given the high proportion of GI-related convergence industries within the Korean industrial structure, the continued growth of GI standards is expected to have a significant long-term economic impact. These findings empirically highlight the economic value and necessity of GI standards, providing a fundamental basis for future national geospatial information policies and standardization strategies aimed at promoting sustainable growth and industrial convergence.
