군부대 이전 추진 시 민·군갈등 완화 방안 연구- 해군 인천해역방어사령부사례 분석을 중심으로 -

Abstract

The Incheon Grand Bridge was opened to traffic in October, 2009. But if the bridge become blocked due to the enemy’s armed attack, the Incheon military port must be closed. Thus, the transferring of the military port(i.e., the Naval Incheon Sea Area Defense Command) has begun, but it is being delayed now, because of the ever-increasing civil-military conflicts. This study is aimed at researching the alleviation plan of the civil-military conflicts in the case of transferring the Naval Incheon Sea Area Defense Command. To meet the research goal, it analyzes civil-military theories, identifies the effect factors of civil-military conflicts on the cases of the Jeju Naval-Base and Naval 3th Fleet, and verifies whether the effect factors have eased the civil-military conflicts or not. The results are the following: First, if there is ‘a civil-government-military conflicts easing governance’, then the civil-military conflicts are eased. Otherwise, conflicts are getting worse. Second, if ‘the relationship/cooperation between local residents and military units’ is strengthened, the civil-military conflicts are eased. Otherwise, conflicts are getting worse. Third, if ‘the MND-military reactions’ are positive, the civil-military conflicts are eased. Otherwise, conflicts are getting worse. This study contends that it is necessary to have the central-local government discussion and cooperation from the beginning phases of the transferring with the possible information on it. In addition, it illustrates that there must be a plenty of efforts to remove the inconveniences of local residents
