Abstract

Park Geun-hye Government’s Policy of Trust Process on the Korean Peninsula that has been consistently implemented since the inauguration of the Park administration is suggesting robust vision and direction to overcome self-inflicted ‘Asia Paradox’, the cause of which can be traced to regional powers captivated by Prisoner’s Dilemma and security dilemma as evidenced in the ongoing negative and confrontational security situation in the region, and to propagate trust on the Unified Korea among both neighbouring countries and international community upon the basis of a revitalized and reinvigorated trust between the South and the North. The primary purpose of this paper is to examine the theoretical foundation which is undergirding the Park administration’s trust process policy, as well as to draw necessary conditions for inducing cooperation of international community, more specifically of neighbouring four powers, in order for the trust process to work in real international politics. To pursue the aforementioned purpose, this study will attempt to draw our relevant tasks and response policies to induce cooperation from four powers, which is set to be a necessary prerequisite for the future peaceful unification of the Korean peninsula, by means of delving into the relationship between the theory of international cooperations that is widely viewed as promising in overcoming Prisoner’s Dilemma and the trust process on the Korean peninsula, as well as analyzing a complex cost-benefit calculation of international community, inter alia, of the US, Japan, China and Russia, bearing in mind the suggestions stemming from the framework of Korean trust process and lessons garnered from German unification.
