본 연구는 한중간 복잡한 외교관계를 설명하기 위해 기존의 신현실주의와 자유주의 이론의 한계를 극복하고, 구성주의적 관점에서 시진핑 정부의 대(對)한국 외교정책을 분석하였다. 연구의 목적은 시진핑 시대 한중 외교관계의 형성과 변화를 구성주의의 핵심요소인 사회적구성, 정체성, 규범과 가치 측면에서 살펴보고, 이를 바탕으로 향후 긍정적인 미래관계 발전방안을 제시하는 것이다. 연구방법으로는 시진핑 정부의 한국에 대한 인식을 주요사건과 중국 언론 및 소셜미디어 보도를 통해 추적하고, 이를 통해 한국에 대한 중국의 긍정적 및 부정적 인식변화를 분석하였다. 연구결과, 시진핑 정부는 경제협력을 우선시했으나, 안보분야에서 한국과의 협력이 부족하여 신뢰문제를 초래했음을 확인하였다. 이에 따라, 다각적 협력(경제, 안보, 문화)의 통합적 접근을 통해 양국간 전략적 파트너십을 강화하고, 경제, 안보, 외교 분야에서 상호이해와 협력을 증진하는 균형잡힌 파트너십 구축이 필요함을 제시하였다. 또한, 대화와 협상 중심의 규범을 확립하여 신뢰기반의 외교관계를 발전시키는 것이 중요하며, 향후 러시아-우크라이나 전쟁과 미중경쟁 심화에 따른 한중관계 변화에 대한 지속적인 연구의 필요성을 강조하였다.
Abstract
This study analyzes the Xi Jinping administration's foreign policy toward South Korea from a constructivist perspective, overcoming the limitations of existing neorealist and liberal theories to explain the complex diplomatic relations between China and South Korea. The purpose of this study is to examine the formation and change of China-ROK diplomatic relations during the Xi Jinping era in terms of social construction, identity, norms and values, which are the core elements of constructivism, and to suggest ways to develop positive future relations. The research methodology tracks the Xi Jinping government's perception of Korea through major events and Chinese media and social media reports, and analyzes the changes in China's positive and negative perceptions of Korea. The results showed that the Xi Jinping government prioritized economic cooperation, but lacked cooperation with South Korea in the security field, which led to trust issues. Accordingly, it was suggested that the two countries should strengthen their strategic partnership through an integrated approach of multifaceted cooperation (economic, security, and cultural) and build a balanced partnership that promotes mutual understanding and cooperation in the economic, security, and diplomatic fields. In addition, it is important to develop trust-based diplomatic relations by establishing norms centered on dialogue and negotiation, and emphasized the need for continuous research on the changes in trilateral relations in the wake of the Russia-Ukraine war and the intensification of U.S.-China competition.
