이 논문은 문재인 정부 시기 한중 관계의 변화와 그 한계를 검토하고, 이에 기초해한중 관계 발전 방향을 제시하는 것을 목적으로 작성되었다. 이를 위해 먼저 최근 국제 질서의 구조적 변화에도 불구하고 한미 동맹과 한중 협력을 병행 추진할 수 있는 전략적 공간이 존재한다는 점을 제시했다. 그리고 문재인 정부 시기 진행된 한중 관계의 변화를 사드 갈등의 해결, 한반도 비핵화 추진, 한미 동맹과 한중 협력의 병행, 정상회담과 한중 관계 리셋 추진 등 네 영역으로 나누어 설명하고 평가했다. 마지막으로 한중 관계 리셋의 방향을 전략적 협력동반자관계의 지속 가능성을 중심으로 논의했다. 결론에서 이 논문은 한국과 중국이 전략적 협력동반자 관계의 구축을 위해서 취해야 할 원칙을 제시했다. 한국은 중국의 부상을 억제하는 방향으로 대중 정책을 조정하거나 이를 지향하는 연합에 참여해서는 안 된다. 중국은 자신의 과잉 행위가초래할 수 있는 문제에 대해 주의하고 이와 관련해 한국과 열린 자세로 소통해야한다. 한국과 중국이 이러한 원칙에 기초해 전략적 갈등은 피하고, 차이와 이견을관리하고, 전략적 협력의 공간을 넓혀 가는 것을 전략적 협력동반자 관계의 발전방향으로 제시했다.
Abstract
The purpose of this article is to review the changes and limitations of the Korea-China relations under the Moon Jae-in administration, and to present the direction for the development of the Korea-China relations based on this review. To this end, it was first suggested that despite the recent structural changes in the international order, there is a strategic space for promoting the ROK-US alliance and ROK-China cooperation in parallel. Next, the changes in the ROK-China relations under the Moon Jae-in administration were explained and evaluated in four areas: resolving the THAAD conflict, promoting the denuclearization of the Korean Peninsula, paralleling the ROK-US alliance and ROK-China cooperation, and promoting the summit meeting and re-establishment of ROK-China relations. Finally, the direction of the re-establishment of Korea-China relations was discussed, focusing on the sustainability of the strategic cooperative partnership between ROK and China. In conclusion, this paper presented the principles that Korea and China should take to develope the strategic cooperative partnership.
