Abstract
This study raises two questions. The first question is about the empirical fact that, unlike the 2010 Eurozone crisis, why the EU countries can succeed in agreeing to a joint bond issuance during the 2020 pandemic crisis. The second question is the theoretical question of what is European solidarity if the EU's joint bond issuance in the pandemic crisis can be explained in terms of European solidarity. The three main arguments are raised by this study: First, the understanding of solidarity among EU countries has shifted from the concept of solidarity as the purpose and value of European integration to the concept of solidarity as a means to continue the European integration process after the Schumann Declaration, and this cognitive shift made the functional integration process of Europe be possible. Second, the functional thinking of European solidarity as a means to continue the process of integration inevitably generates many challenges from EU countries and citizens who take the questions of what is the ultimate goal of European integration and what is the reality of European solidarity seriously? Finally, this study argues that the conflict among different perceptions of European solidarity is the root of the existential crisis facing the European Union now.
