Abstract

The Covid-19 pandemic constitutes an unprecedented challenge with very severe economic, political, and social consequences in EU member states. To tackle the crisis and kick-starting the EU economy, The EU has drawn up a Recovery Plan for Europe, which combines the Next Generation EU(NGEU) and the multiannual financial framework. The European Commission will be authorized to borrow funds on behalf of the EU in capital markets. The form of loans and grants of NGEU means the mutualization of European debt. It is therefore regarded as an important development in European fiscal integration. This paper analyzes the reason for the recovery plan from the perspective of neofunctionalism, which focuses on three aspects of functional spillover, political spillover, and cultivated spillover. It argues that the functional dissonance of economic architecture and Schengen structure in the European integration process was simultaneously intensified by the outbreak of the epidemic. The management of dysfunctional resulted in fiscal integrative outcomes. These functional rationales were reinforced by integrative pressure exercised by national interest groups and supranational institutions.
