알바니아 난민사태 해결을 위한 EU와 이탈리아의 대응: 인도적 지원 사례를 중심으로

이 연구는 EU(European Union)와 이탈리아가 역사적으로 대응했던 난민 처리과정과 대응 정책 중에서 1995년 이후 현재까지도 진행하고 있는 알바니아 난민 사태와 최근의 북아프리카와 중동 국가들로부터 유입된 난민사태를 주요 사례로 상정하고자 한다. 두 개의 정책 사례를 통하여 EU의 난민사태 해결이 북한의 위기 상황이나 급변 사태 시 북한으로부터 유입될 북한 주민들의 처리 방식과 대응에 적용 가능한 정책이나 해결책을 제시하고자 한다. 본 논문에서는 이를 위해 네 개의 장으로 구성할 것이다. 첫 번째 서문에서는 유럽 난민에 대한 EU의 다양한 제도와 관계를 개괄적으로 돌아볼 것이다. 두 번째 장에서는 알바니아 난민사태에 대한 EU, 특히 이탈리아 사례를 통해, EU의 대응방식을 분석하고자 한다. 세 번째 장에서는 난민들에 대한 유럽연합과 이탈리아의 실질적인 정책과 대응책을 살펴보고자 한다. 끝으로 결론에서는 이러한 유럽연합의 사례가 한반도 급변사태와 위기 상황 시 줄 수 있는 시사점에 대하여 간략하게 정리하는 것으로 결론에 갈음하고자 한다.
Abstract
This research investigates the refugee crises concerning Albanian refugees which started in 1995 and are still in progress as with the recent refugee flows from North Africa and Middle East countries. Examining these two cases on the EU's and Italy’s settlement of refugee crises, this study attempts to offer policy options or solutions for dealing with the management and response toward North Korean inflows in case of the emergency or sudden change in DPRK. This paper consists of four sections. The introduction will give an overview of various dimensions and systems related to refugees in the EU. The second section will investigate the actual response measures and solutions implemented by the European countries, especially Italy, when it handles emergency situation occurred within the EU, analyzing the Albanian refugee crisis and the EU's response thereupon. The third section will examine the EU's policies and response measures toward numerous refugees coming into Europe since 1995 from Albania. Finally, the concluding section will discuss the implications that can be drawn from the EU's case for dealing with sudden change and emergency situation on the Korean Peninsula.
