초록

유럽적 정체성 함양 문제는 유럽시민권이란 개념이 도입된 마스트리히트 조약 이후에도 매우 지난한 문제로 남아있다. 하지만 정체성은 지역공동체 구축의 필수요인이다. 유럽 발 재정위기를 통해서 경험할 수 있었듯이 유럽국가간 연대의식은 유럽적 정체성 부재 시에는 기대하기 힘들다. 이에 본 연구는 유럽시민권 구축의 선제조건으로 유럽적 정체성 형성이 필요하다고 보고, 프랑스-독일의 문화 전문 방송 ARTE가 중요한 역할을 담당하였음을 고찰하였다. ARTE가 프랑스와 독일 문화 TV 채널 프로젝트로 발기되었지만 유럽차원의 프로젝트로 발전되어 하버마스(Jurgen Habermas)가 주장하는 열린 공론장(Public Sphere)의 역할을 수행하였음을 연쇄충돌(Karambolage), 대중의 목소리(VoxPop) 그리고 유럽청년(Yourope)과 같은 ARTE의 프로그램을 통해 고찰하였다.

Abstract

Despite Maastricht Treaty, the cultivation of European Identity still remains as one of the most challenging tasks. However, identity is a necessary element in building a regional community. The recent European financial crisis shows that even in a state of crisis, European Union has been nonetheless supporting its member state, Greece. This example proves that it is difficult to imagine solidarity within the European countries without the presence of common European identity. Therefore, this research asserts that the formation of European identity is an essential requirement for establishing European citizenship, and investigates how ARTE; the Franco-German TV network in culture and arts, has taken a central role in fulfilling the task. Although ARTE has started as a TV channel project from the two countries; France and Germany, it has developed into a European-level project. The research examines how ARTE has accomplished what Habermas phrases as open 'public sphere' through its programs; Karambolage, VoxPop and Yourope.
