유럽연합의 대북 정책에 대해서 우리 학계에서는 상당한 정도의 논의가 이루어진 상태이다. 특히 유럽연합이 아시아 지역과 한반도에서 개입하는 의도와 그 기획의 실현 내용 및 방법에 대한 연구, 그리고 아시아지역 및 한반도에서 유럽연합과 미국의 관계에 대한 연구 등에 집중되어 있다. 본고는 유럽연합이 냉전의 종식과 더불어 진행된 세계화라는 국제정치 환경의 변화 속에서 실제적인 경성안보에 관한 정책을 효과적으로 이행하는 데 필요한 물리적 능력 강화보다는 가치 중심의 행위자(a value-based actor)로 역할하려는 의도를 가지고 있음을 규명한다. 유럽연합은 연성안보 차원의 민간권력적(civilian power) 외교정책ㆍ전략을 통해서 자신의 정체성을 구축하고, 이것을 기반으로 대외정책에서 다자협력주의, 민주주의 확산 및 인권보장 등의 규범적 권력을 실현하려 한다. 특히 분쟁예방 외교정책에 근거해 유럽연합의 대북 인도적 및 경제적 지원과 대북 무역교류 및 투자의 발전 추세 등을 평가한다.
Abstract
In Korean academic circle the EU's policy towards North Korea is to a certain extent discussed. The researches are focused on the backgrounds and intentions of EU's foreign policy, the way in which EU intervenes in East Asia and Korean Peninsula, and the relations between Korean Peninsula, EU and U.S. This article examines the these, European Union (EU) has, under international environmental change of globalization advanced with the end of Cold War, an intention to play the role of a value-based actor, instead of strengthening ‘military power Europe’ in areas of security and defence policy. The EU establishes its identity of ‘normative power Europe’ through the civilian power policy, and, upon this basis, it tries to expand the normative power in areas of international affairs and to guarantee democracy and human rights. This article evaluates EU's policy of humanitarian aid to, economic exchanges with, and investment in North Korea.
