Abstract
This research aims to assess how effectively the settlement support system functions for North Korean migrants in crisis households. To achieve this, this research examines the characteristics and limitations of the core social safety net programs for North Korean migrant’s families, specifically the livelihood benefits and medical benefits, and proposes policy improvement measures. According to the findings, while the national basic livelihood security system plays a crucial role in ensuring the livelihood stability and health promotion of socially vulnerable groups, including North Korean migrants, there are significant limitations in practice. Notably, although the abolition of the obligation to support dependents for livelihood benefits has been announced, closer inspection reveals that this change is not entirely complete. In-depth interviews indicate that the core of North Korean migrant’s livelihood and medical benefits is the medical benefits, with the medical aid type 1 being particularly vital. To receive type 1 benefits, individuals are often compelled to remain in a status of basic livelihood recipient, which means they inadvertently fall into poverty to access essential medical support. Interviewees also perceived the most significant issues with the current system as being that the structure causes families to push each other into poverty and that the application procedures are overly complex and burdensome. Based on these insights, This research proposes improvements and policy tasks such as fully abolishing the obligation to support dependents and enhancing access to the national basic livelihood security system. Additionally, to promote health and stability among North Korean migrants crisis households, this research suggests legal reforms, including clarifying the legal basis for medical support for defectors and amending regulations related to medical aid.
