본 논문에서는 한국의 공적개발원조(ODA)를 활용한 한국 철도차량 부품산업의 개발도상국 철도 시장 진출방안에 관해 연구하였다. 개발도상국은 경제 성장을 견인하기 위해 원조의 형태로 철도 인프라를 확충하고 있으나, 장기적인 운영 및 유지보수 역량 부족이라는 문제를 가지고 있다. 공공기관과 민간기업이 민관협력(PPP) 체계를 구축하여 한국 철도 부품산업의 지속가능한 해외 진출을 목표로 하는 한국형 철도 ODA 모델을 제안하였다. 본 모델은 협력국 내에 부품 연구와 생산 기반을 구축하여 현지 산업이 자생할 수 있는 토대를 마련하는 것을 목표로 한다. 본 연구에서는 철도 해외 진출 전략에 관한 지난 10년간의 연구를 분석하여 기존 연구에서 제시되지 않았던 구체적인 해외 진출방안을 제시하였다. 또한 본 모델의 타당성을 제시하기 위해 한국의 ODA 정책과 타 분야 사례, 그리고 잠재적인 협력국에 대한 분석을 수행하였다.
Abstract
This paper proposes a strategy for the Korean rolling stock parts industry to enter the markets of developing countries by leveraging Korea's Official Development Assistance(ODA). Developing countries are expanding their railway infrastructure through development aid to drive economic growth, however they face challenges due to a lack of long-term operation and maintenance capabilities. We propose a railway ODA model that establishes a Public-Private Partnership (PPP) framework, integrating public institutions and private companies. This model is designed to achieve sustainable overseas expansion for Korea’s railway parts industry. This model focuses on establishing a local research and production base within the partner country, thereby creating a foundation for a self-sustaining local industry. We analyzed existing literature from the past decade and presented a specific method of overseas expansion. To develop and validate this model, we analyzed global development cooperation trends, Korea's ODA policies, and relevant case studies. Additionally, an assessment of potential partner countries was conducted to demonstrate the model's feasibility.
