본 연구는 한국철도산업의 성공적인 해외철도시장 진출을 위해 사업 분야의 단계별 중점 추진전략을 제안하는 것이다. 이를 위해 전문가 설문조사 결과를 바탕으로 IPA 기법을 활용하여 준비단계, 입찰단계, 시공단계, 사후관리단계의 단계별 주요 요인을 분석하고 다음과 같은 4가지 중점 추진전략을 도출하였다. 첫째, 국가의 금융 및 보증지원과 외교적, 제도적 지원이 필요하다. 둘째, 사업추진방식에 맞는 자금조달 및 가격경쟁력 제고와 전문 인력의 양성이 시급하다. 셋째, 시공과정에 발생하는 클레임 및 리스크 관리능력을 제고하여야 한다. 넷째, 사업수행 문서 등의 기록보존 체계화 및 시공완료 사업의 하자관리 능력 등에 대해서는 역량을 강화하여야 할 것이다.
Abstract
The purpose of this study is to propose a key strategy for stepping up the business sector in order to successfully enter the railway market in the Korean railway industry. Based on the results of the expert survey, the research method of this study is to analyze the major factors of the preparation phase, bidding phase, construction phase, and post management phase of the Korean railway industry by using the IPA, Respectively. As a result of this study, the following conclusions are proposed. First, the government support of the financial and guarantee and diplomatic and institutional are needed. Second, it is imperative to raise financing, price competitiveness and cultivate professional manpower in accordance with the project promotion method. Third, the claims and risk management capabilities that occur during the construction process should be improved. Fourth, the capacity should be strengthened in terms of record preservation system such as business execution documents, and flaw management ability of completed projects.
