국가별 민관협력사업(PPP) 제도 및 진출환경 평가를 통한 글로벌 인프라시장 진출전략

글로벌 인프라시장의 급속한 성장 속에서 개발도상국 및 신흥국들은 인프라 개발을 위한 재원문제를 해결하기 위해 민관협력사업(PPP: Public-Private Partnership)을 적극적으로 모색할 것으로 예상되고 있다. 이러한 배경에서 단순도급형 중심의 수주구조에 머물러 있는 우리 기업들의 새로운 진출방안이 필요한 실정이다. 본 연구의 목적은 글로벌 인프라시장 동향 분석과 국가별 PPP 제도 및 진출환경 평가를 수행하고, 우리 기업들의 PPP 사업진출 활성화를위한 방안을 제시하는데 있다. 평가결과 PPP 제도 및 진출환경 수준에 따라 4개 그룹으로 분류되었으며, 그룹 간 유의미한 차이가 있음을 확인하였다. 따라서 우리 기업들은 PPP 사업 진출활성화를 위해 국가별 PPP 제도 및 진출환경수준에 맞는 단계별 진출전략 수립해야 할 필요성이 있다고 사료된다. 본 연구는 PPP 제도 및 진출환경 평가를 통해국가별 PPP 사업 진출가능성을 검토하고 PPP 사업 활성화를 위한 이론적, 실무적 시사점을 제시하는데 의의가 있다.
Abstract
As the global infrastructure market is rapidly expanding, It is expected that Emerging Market and Developing Countries(EMDEs) will actively seek the Public-Private Partnerships(PPP) project to solve the financial issues for the infrastructure development. Korean contractors need to establish effective strategies for the new pattern of construction contracts. The purpose of this study is to analyze global infrastructure market trends and provide assessment of PPP institutional arrangement and investment environment by nation to encourage investment in PPP projects by Korean contractors. The result of this assessment showed that there are significant differences in the 4 groups by the level of PPP institutional arrangement and investment environment. Then, It is necessary for Korean contractors to establish phased overseas expansion strategy by PPP institutional arrangement and investment environment level to encourage investment in PPP projects. Finally, the current study has implications for the Korean contractors to identify the potential for entering overseas markets by statistically assessing PPP institutional arrangement and investment environment.
