이 연구는 “SEATO는 왜 해체되었는가?”라는 연구 질문에 답하고자 한다. 1954 년 창설되어 냉전기 아시아 안보 질서의 핵심 축을 담당했던 SEATO는 냉전이 한창이던 1977년에 해체되었다. 오늘날까지 존속 중인 NATO와 달리, SEATO는 다수의 역외 동맹국에 의존하는 구조적 취약성을 내포하고 있었다. 이러한 구조는 역외 동맹국 간의 연루 및 방기의 딜레마, 그리고 부담 분담 문제를 불러일으켰고, 이는 동맹 차원의 공약을 약화시켰다. 그러나 이에 대해 역내 동맹국들은 효과적으로대응하지 못했다. 베트남 전쟁을 계기로 미국, 영국, 프랑스 등 주요 역외 동맹국간 갈등이 심화되었으며, 영국과 프랑스는 베트남 전쟁 개입을 불필요한 연루로 간주하였다. 이로 인해 두 국가는 SEATO 활동에 점차 소극적으로 임하게 되었고, 미국 내에서도 SEATO를 통한 동남아 개입에 대한 반대 여론이 확산되었다. 이에 따라 역내 동맹국인 태국과 필리핀은 SEATO 및 미국의 공약에 대한 신뢰를 잃고, 위협에 대한 유화적 대응과 ASEAN을 중심으로 한 지역 내 연대 강화로 외교 방향을 전환하였다. 이 연구는 SEATO의 해체 과정을 통해 동맹의 해체 메커니즘을 구조적 요인과 동맹 내 갈등 측면에서 조명하며, SEATO에 대한 역사적 이해와 더불어 동맹 해체에 관한 이론적 논의에 기여하고자 한다.
Abstract
This study seeks to answer the research question: Why was SEATO dismantled? Established in 1954, SEATO played a significant role in Asia's Cold War security architecture but was dissolved in 1977. Unlike NATO, which continues to function today, SEATO suffered from structural vulnerabilities due to its reliance on extra-regional allies. This structure led to internal tensions over entrapment and abandonment dilemmas, as well as burden-sharing conflicts among extra-regional members, ultimately weakening the reliability of the alliance’s commitments. Regional members, in turn, lacked the capacity to effectively address this decline in alliance cohesion. The Vietnam War intensified disputes among SEATO's principal extra-regional members— the US, the UK, and France—with the latter two increasingly viewing intervention in Vietnam as an unnecessary entrapment. As a result, both the UK and France gradually withdrew their support and participation. In this context, regional allies such as Thailand and the Philippines came to see SEATO and the US as unreliable and instead turned to appeasement strategies toward external threats and sought greater cohesion through ASEAN as an alternative. This study aims to contribute both to a historical understanding of SEATO and to the broader theoretical development of alliance termination.
