Abstract

This study aims to reinterpret the dissolution of the Southeast Asia Treaty Organization (SEATO) through the lens of hegemonic stability theory, which has often been overlooked in previous scholarship. Hegemonic stability theory posits that international order remains stable when a dominant power provides public goods such as security and institutional leadership, but becomes fragile when that hegemon’s capacity or willingness declines. The research employs a qualitative document analysis methodology, examining prior studies on alliance dissolution and the balance of threat theory. It focuses on the role of the United States—the hegemonic power at the time—by analyzing its strategic decisions during the 1970s, particularly the Vietnam War, the Nixon Doctrine, and détente, and how these influenced the sustainability of SEATO. First, the U.S. defeat in the Vietnam War severely undermined its military credibility, causing member states to question the reliability of the alliance. Second, the Nixon Doctrine signaled a shift toward reduced military intervention, prompting Southeast Asian countries to pursue political and military separation from the United States. Third, the evolution of U.S. strategic priorities under détente decreased the perceived importance of Southeast Asia, weakening SEATO’s strategic value. These factors collectively led to the erosion of SEATO’s functionality and its formal dissolution in 1977. This study demonstrates that the dissolution of alliances can result not only from internal discord or reduced threats but also from hegemonic states’ strategic shifts in response to global political changes. The findings offer a theoretical foundation for assessing the durability of alliances in today’s evolving international security landscape.
