‘신냉전’에 대한 중국의 인식과 대응: 중국 지식인의 논의를 중심으로

China’s Perception and Response to the ‘New Cold War’ : Focusing on the Discussion of Chinese Intellectual Awareness

초록

미중 전략경쟁의 심화되자 기존의 ‘패권전쟁론’과 ‘세력전이론’에 기초한 ‘신냉전(New Cold War)’논의가 새롭게 등장했다. 패권국과 도전국의 세력전이 상황에서 충돌과 전쟁의 불가피성을 강조하는 패권전쟁론에 기반한 신냉전론은 현실 국제관계를 미국과 중국을 중심으로 하는 두 개의 블록화된 적대적 프레임으로 구조화했다. 이론이 정치적 현실을 구성하는 기능을 갖는다는 점에 주목할 때, 신냉전 이론과 담론의 확산이 향후 국제질서에 가져올 변화는 중요하게 분석되어야 한다. 특히 탈단극 시대, 국제질서의 전환기에 대한 논의가 제기되고 있는 현 시점에서 신냉전 논의는 현재와 미래의 중요한 아젠다를 제기한다. 본 논문은 신냉전에 대한 중국의 지식인들의 인식과 그들이 제기하는 대응 전략에 대한 분석을 통해 향후 미중 관계를 비롯한 국제질서 변화에 대해 전망해보고자 한다. 중국 국제정치 분야의 전문가들은 신냉전을 미국이 중국에 대해 도발한 것으로 인식하고, 신냉전 구도를 부정 혹은 회피하려 한다. 종합적으로 보았을 때, 현재 중국으로서는 신냉전 국면을 이익으로 인식하고 이용하기보다는 중국의 발전에 해가 되는 것으로 인식하며, 신냉전 국면에서 벗어나는 것을 전략적 목표로 하고 있다고 잠정적인 결론을 내릴 수 있 겠다. 그러나 신냉전에 대한 중국의 이러한 인식과 태도는 중국의 손익계산에 의한 것이며, 국면에 전환은 언제든 태도의 변화를 야기할 수 있다.

Abstract

As the strategic competition between the US and China intensified, a new discussion of a ‘New Cold War’ based on the existing ‘war theory of hegemony’ and ‘theory of power transition’emerged. The New Cold War theory, based on the theory of hegemonic war that emphasizes the inevitability of conflict and war in a situation of power transition between a hegemonic country and a challenging country, structured actual international relations into two blocked hostile frames centered on the United States and China. Considering that theory has the function of constructing political reality, the changes that the spread of new Cold War theory and discourse will bring to the future international order must be analyzed importantly. In particular, in the current post-unipolar era and the transition period of the international order, discussions on the New Cold War raise important agendas for the present and the future. This paper seeks to forecast future changes in international order, including US-China relations, through an analysis of Chinese intellectuals' perceptions of the New Cold War and their proposed response strategies. Experts in the field of Chinese international politics recognize the New Cold War as a provocation by the United States against China, and try to deny or avoid the new Cold War structure. When viewed comprehensively, it can be tentatively concluded that China currently perceives the New Cold War as detrimental to China's development rather than using it as an advantage, and that its strategic goal is to escape from the New Cold War. However, China's perception and attitude toward the New Cold War are based on China's profit and loss calculation, and a change in situation can cause a change in attitude at any time.
