일본의 대중국 경제제재 대응 결정요인 분석: 상대적 이익을 중심으로

Analysis of the Determinants of Japan's Response to Economic Sanctions against China: Focusing on Relative Gains

개혁개방이후 가파른 경제성장을 거듭하여 국력이 크게 신장된 중국은 1990년대 제재를 부과 받는 피제재국(target)에서 2000년대 후반부터는 제재를 부과하는 제재국(sender)으로 포지션의 전환을 꾀하였다. 2010년 중국은 일본과의 해양 분쟁을 해결하기 위한 목적으로 최초로 경제제재 수단을 활용하였고 이후 2012년 재점화된 영유권 갈등을 해결하고자 또 한 번 경제제재를 부과하였다. 하지만 중국의 두 차례 경제제재에 대한 일본의 외교적 대응은 서로 다른 형태로 전개되었다. 2010년의 경우 일본은 중국측 요구를 점진적으로 수용하며 해양 분쟁을 한 달 이내에 마무리 지은 반면 2012년에는 중국측 요구를 회피하며 공세적인 외교적 대응을 보이는 동시에 제재로 인한 피해를 극복할 수 있는 새로운 대안을 모색함으로써 제재를 무력화시키려는 모습을 보였다. 일본은 왜 이처럼 중국의 두 개의 제재에 대해 서로 다른 대응 형태를 보인 것인가? 본고는 구조적 현실주의의 시각에 입각하여 상대이익(relative gains)의 틀 속에서 상반된 일본의 외교적 대응에 대한 질문에 답하고자 한다. 상대이익 모델은 상대국과의 상대적 힘의 격차가 좁혀질수록 상대국과의 협력을 통해 획득할 수 있는 공동의 절대적 이익보다 자국이 얻을 수 있는 상대적 이익에 대한 관심이 증가하고 이러한 상대이익에 대한 민감도 증가는 상대국과의 협력을 저해한다고 주장한다. 본고는 이러한 주장을 2010년대 중국의 두 차례 대일본 제재와 그에 대한 일본의 대응 사례를 통해 경험적 입증을 시도한다.

Abstract

China, which experienced rapid economic growth after reform and opening up and greatly expanded its national power, attempted to change its position from a target country subject to sanctions in the 1990s to a sender country imposing sanctions in the late 2000s. In 2010, China used economic sanctions for the first time to resolve the maritime dispute with Japan, and later imposed economic sanctions again in 2012 to resolve the reignited territorial dispute. However, Japan's diplomatic response to China's two economic sanctions took different forms. In 2010, Japan gradually accepted China's demands and concluded the maritime dispute within a month, while in 2012, it evaded China's demands and responded aggressively diplomatically, while seeking new alternatives to overcome the damage caused by the sanctions. Why did Japan show such different responses to China's two sanctions? Based on the perspective of structural realism, this paper seeks to answer questions about Japan's conflicting diplomatic responses within the framework of relative gains. As the gap in relative power with the other country narrows, interest in the relative gains that one country can obtain rather than the common absolute gains that can be obtained through cooperation with the other country increases, and the increased sensitivity to these relative interests hinders cooperation with the other country. This paper attempts to empirically substantiate this claim through China's two rounds of sanctions against Japan in the 2010s and Japan's response to them.
