소련 붕괴 이후 중앙아시아 국가들의 국가 주요 목표는 민족국가 건설과 국가발전이다. 중앙아시아 5개국들은 옛 소련의 유산에서 벗어나 독립국가로서 국가 정체성 형성과 사회제도 확립을 위하여 중장기적 계획 하에 전략적으로 접근하여 실행에 옮기고 있다. 카자흐스탄 또한 민족국가로서 최소의 조건인 카자흐어의 국가언어 확립을 위하여 장기적인 전략 하에 단계적으로 추진하고 있다. 카자흐스탄의 장기적인 목표는 카자흐어를 사용하는, 카자흐인들이 살고 있는 민족국가 형성이다. 러시아어의 영향력이 강한 카자흐스탄은 단기적 전략으로 영어와 러시아어 그리고 자국어인 카자흐어를 함께 가르치는 삼중언어 정책을 얼마 전부터 시행하고 있다. 카자흐어의 확산을 위한 카자흐 정부의 밀도 있고 단계적인 정책도 중요하지만 세계 트랜드인 모바일시대에 맞는 새로운 접근방식으로서 SNS를 통한 카자흐어 확산이라는 방법도 중요하다고 본다. 포털 시장이 갖는 카자흐스탄 내 영향력과 역할, 그리고 이들이 주로 사용하고 있는 언어체계를 살펴봄으로서 카자흐스탄의 삼중언어정책의 미래를 예견할 수 있겠다. 또한, 인터넷 서비스의 확충으로 발전하는 소셜 네트워크인 페이스북, 아드노클라스니키, 모이 미르 등 카자흐스탄에서 주도적으로 접속하는 네트워크의 현황과 그 내용, 그리고 ICT 플랫폼으로 형성되어 있는 언어체계를 살펴봄으로서 카자흐스탄이 추구하는 언어의 카자흐 화 미래를 예견한다.
Abstract
After the collapse of Soviet Union among several national goals for Middle Asia countries the most important goal was building of nation-state and country development. After throwing away USSR legacy and obtaining independence, 5 countries of Middle Asia strategically followed mid to length term plan in order to develop national identity and establish social system. In the process of establishing national identity Kazakhstan consistently carries on long-term strategy in order to make Kazakh language national. The final goal of this strategy is formation of the nation state where Kazakh people speaking Kazakh language live. To achieve this goal recently short-termed policy of teaching triple languages have been practiced. However as much as Kazakh government role and practiced short-term policies are important, new communication methods being offered by the modern era of high-technologies is important as well, and hence we analyze spread of Kazakh language through SNS. In this article we try to foresee the future of Kazakhstan triple language policy through analysis of influence of 4 portals and their language systems. Also this article analyzes current state and development of such social networks as “Facebook”, “Odnoklassniki”, “Moi Mir” etc. and on ICT platform provides analysis of newly merged language systems.
