Abstract

The purpose of this paper is to figure out answers to the questions concerning an expansion of Russian influence in Central Russia since the mid-2000s. The first question is the cause of enlargement of Russian influence on Central Asia. The second one is the mechanism which is used to expand its influence on Central Asia. The major causes of expansion of Russia's influence on Central Asia since the mid-2000s could be explained in terms of security and economic aspects. Russia needed a safety net in terms of security strategy after she has convinced that there was a support from the United States behind the ‘color revolution’ in the Former Soviet Union. Also Russians worried about their loss of vested interest in the face of the threats by China and the West in economic and cultural terms. Confronting above-mentioned threats, Russia tried to restore its influence on Central Asia. The first mechanism for enhancing influence is to utilize various multilateral cooperation organizations for regional security, regional integration, and economic cooperation. To this end, Russia created CSTO for military cooperation, EAEU for economic cooperation, and SCO for regional stability. The second one is to use various soft power. The facts as following, that (1)Russia and Central Asia share a great deal of culture and language, (2)many Central Asian inhabitants are working in Russia, (3)the elites of Central Asia are still familiar with Russian and Russian culture, are absolutely advantageous assets for Russia to influence on Central Asia. However, currently Russia’s stance to expand its influence on Central Asia is facing many difficulties because of the growing influence of China and the Central Asian countries’ use of individual national languages instead of Russian.
