푸틴 정부는 중앙아시아 지역에서 러시아의 영향력 복원을 목표로 제도협력, 군사안보협력, 경제협력을 추진했다. 집권 1기 전략목표가 중앙아시아 국가들의 이탈방지와 정치적 안정성 확보, 유라시아 지역 강국 건설, 미국과 군사안보 협력체제 구축에 있었다면, 집권 2기에는 중앙아시아 지역에서 러시아의 영향력 강화와 정치적 입지 공고화, 글로벌 에너지 강국 건설, 중국과의 군사협력 강화에 초점을 맞추고 있었다. 21세기 러시아의 중앙아시아 국가전략방향은 중앙아시아에서 중국과 미국의 영향력을 최소화시키고 자국의 영향력을 복원하는 것이었으며, 푸틴 정부는 국제관계의 주요 행위자들 및 중앙아시아 개별 국가들과 사안별로 경쟁과 협력을 병행하는 ‘전략적 실용주의 노선’을 추진해 나갔다.
Abstract
This study seeks to explore basic concept and direction, characteristics of Russia's National Strategy on Central Asia in the 21st, focusing on power competition with the Russia and America. In 21st century, Russian foreign policy is faced with new changes and challenges in post-soviet space. New challenges such as the intensification of terrorist activities and the destabilization of Central Asia became important test of Putin's strategy of great-power pragmatism. Thus, Moscow's foreign policy began to be more clearly focussed on three strategic goals. First, there was a need to develop pro-Russian integration projects and to overcome inefficient forms of cooperation within CIS framework. Second was the question of defining the modalities of Russian cooperation with other key extra-regional powers in Central Asia. Third, Russia sought to guarantee security in the region as a way of stabilising the situation in Russia itself. Finally, Russian foreign policy became more pragmatic and focused on the restoration of the country's former status as one of the world centres of power in the 21st century.
