국제기후담판에서 중국의 입장변화 분석: 과정과 동인을 중심으로

초록

본 논문은 기후변화가 국제정치의 핵심의제 가운데 하나로 부상한 상황에서 국제기후담판의 전개과정과 그 속에서 중국의 대응전략을 지속성과 변화의 측면에서 살펴보고, 그 변화의 동인을 분석하는 것을 목적으로 한다. 분석 결과, 중국은온실가스 배출감축에 따른 경제적 손익, 기후변화에 따른 생태적 취약성, ‘책임있는 강대국’으로서의 국제적 이미지라는 세 가지 변수에 대한 고려 아래, 포스트교토체제를 위한 국제기후담판에서 선진국의 감축의무의 실질적 이행을 전제로보다 진전된 형태로의 입장 변화를 보이고 있다. 또한 현재의 구도로 볼 때, 향후중국의 탄소배출 감축에 대한 입장은 자발적 방식으로 구속력이 없는 상대적 감축에서 조건부의 구속력 있는 상대적 감축, 그리고 조건부의 자발적인 절대적 감축으로 점차 단계적 진화의 경로를 밟아나갈 것으로 예상된다.

Abstract

This article intends to analyze the international talks on climate change which is rising as an international politics agenda, and China’s response to it in terms of continuity and change. The analysis reveals that although China still resists to mandatory targets, it has changed to more flexible and cooperative attitude towards international negotiations for Post Kyoto regime. Abatement cost, ecological vulnerability, and international image as a ‘responsible big power’ are identified as key factors in determining China’s stance in global climate change negotiations. Based on consideration on three factors, it is very likely that China will show the step-by-step process of evolution from voluntary and non-binding relative commitment to legally-binding relative commitment, and to voluntary absolute commitment in GHG emission reduction. It is sure that the fulfillment of commitments by developed countries to provide financing, technology transfer and capacity building support to developing countries is a condition sine qua non for China to change its stance to climate change.
