기후변화는 국제사회의 관심이 되고 있는 중대한 환경문제일 뿐만 아니라, 인간의 지속적 발전에 관한 문제이기도 하다. 이 문제와 그 해결은 생태계 체계 및 모든 이의 생활에 중대한 영향을 미친다 아니할 수 없다. 기후변화는 범 세계적으로 많은 관심을 불러 일으키고 있을 뿐 아니라, 점차 인간과 사회를 위하여 필히 해결되어야 할 중대한 문제로서의 성격을 갖는다. 기후변화에 대처하기 위한 현재 중국 법제도의 정부정책에 대한 분석을 통하여 본 논문은 기후변화에 관한 UN 기초회의 및 도쿄의정서가 요구하는 법제도의 틀을 살펴보고자 한다.
Abstract
Climate change has become not only an important environmental problem concerned by international community, but also an issue of sustainable development of human beings. This issue and the solutions have great influence to the ecological system and the life of every one. Climate change has drawn much attention worldwide, and gradually becomes a significant issue to be settled for human society. According to analyze China’s present legal system and government policy to addressing climate change, this Article tries to constitute the complete legal institution frame under the United Nations Framework Convention on Climate Change and Kyoto Protocol.
