중국의 기후변화 외교: 미·중 협력을 중심으로

미국과 중국 양자 간의 기후변화 협력은 에너지 효율성 개선, 신재생에너지 사용확대, 전력망의 현대화, 차량 탄소배출 저감, 청정에너지 기술의 공동 연구개발,대기정화 등의 분야에 대한 협력을 내용으로 한다. 이와 같은 협력은 양국 간 매년개최되는 최고위회담과 비정부 부문의 협력으로 지속되고 있다. 중국이 글로벌 기후협상에서 구속력을 지닌 온실가스 감축약속에 반대하거나 미온적인 데에도 불구하고 미국과의 양자 협력을 추진하고 있는 이유는 중국의 국내적 기후변화 에너지 정책에서 그 연계성을 찾을 수 있다. 중국은 에너지안보의 강화, 경제적 이득의고려, 기후변화 및 대기오염에 대한 우려에서 이미 국내적으로는 적어도 2000대중반 이후 온실가스 감축, 에너지 효율성 개선, 신재생에너지 확대 등의 정책을적극적으로 추진해 왔다. 이와 같은 추세는 향후에도 강화될 것이며 미국과의 양자협력도 이러한 맥락에서 진행되는 것이다. 2011년 중국이 더반 당사국총회에서보여준 새로운 입장도 그와 같은 국내 정책의 연계선 상에서 표현된 것이므로 향후에도 지속적으로 유지될 것으로 전망한다.
Abstract
The bilateral climate cooperation between the United States and Chinahas been developed in the areas such as energy efficiency, renewable energy, smart grid, vehicles emissions control, and clean air. Thiscooperation has been under taken at the annual U.S.-China Strategic andEconomic Dialogue meetings and nongovernmental exchanges. Despite theofficial opposition against the binding reduction of the greenhouse gases in the international climate negotiations, China has pursued domestic actions for reducing greenhouse gas emissions, expanding renewable energy, and improving energy efficiency. So, the bilateral cooperation with the United States is associated with this domestic policy. Three main concerns drivethe domestic climate policy: energy security, economic benefit, and environmental concerns. Because China’s recent position change at the Durban COP in 2011 also seems to be based on this domestic policy, we can assume that it could have consistency at the international negotiations.
