초록

There is no doubt that China, along with the United States, is one of the most important countries in international climate change negotiations. China is already the number one country in terms of carbon dioxide emission in the world, but it has not specified any reduction target for greenhouse gas emission until very recently. Even though the Chinese government announced the specific target for emission reduction very recently, we are still not sure how China’s position will be and how it will change at the Copenhagen and subsequent climate change negotiations. However, one thing for sure is that China’s position in the future international negotiations will keep having a great impact on the negotiation itself and on the global environmental politics as a whole. In spite of the importance of China, previous works on China’s climate change policy, especially the domestic side, are extremely rare, especially published after 2006. Therefore, this paper attempts to fill this gap by providing an overall picture of China’s climate change policy. It first introduces basic ideologies, principles, and goals of China’s climate change policy, and provides a historical overview on China’s climate change policy evolution over time. Then, it analyzes the organizational structure and decision making process of China’s climate change policy, and discusses China’s uniqueness in this institutional arrangement. Finally, it briefly overviews China’ practice of Clean Development Mechanism (CDM), and some implications are followed.
