Abstract

Working hour is one of the most important subjects in personnel management. What are the most proper working hours for both an organization and the organizational members? How should we change working hours to maximize the organizational performance? Flexible working is one active answer to these questions. Along with the economic depression, the changed environment asks governments for new policies such as flexible working. From 2010, Korean government also accepted flexible working but it has not been that successful so far. Among a couple of reasons, institution and people’s perception is the most important reasons. Therefore, this study compares the case of the U.K. with that of Korea to suggest the way to develop flexible working in Korean public sector. In specific, this study compares the context, institution and people’s perception for flexible working between these two countries.
