최근 들어 지역을 주축으로 한 아래로부터의 도전으로 인해 유럽연합 행위자 간에 새로운 관계가 형성되면서 내부 동학이 변화하고 있다. 아래로부터의 도전과 관련되어 가장 두드러진 현상은 국민국가의 중앙정부에 의한 차별과 소외에 반대해 전개하는 저항운동과 정치세력화 이념인 전통적인 지역주의와 특정 지역이 유럽연합과의 관계 강화를 통해 자신의 자율성을 확대하려는 최근의 현상인 ‘지역의 유럽’이다. 이는 유럽연합을 전통적인 국민국가의 경계를 뛰어넘는 다양한 행위자들이 서로 경쟁하고 협력하는 다중심적인 체제로 탈바꿈시키는데 기여하고 있다. 이에 따라 유럽연합에서는 다양한 수준과 층위에서 수많은 행위자들 간에 영향을 행사하는 상호관계의 네트워크가 형성되고 있다.지역주의의 활성화는 각 국가들이 실시하고 있는 분권화뿐만 아니라 유럽연합이 역내의 경제, 사회적 격차를 완화하기 위해 추진하는 지역정책에 힘입은 것으로 평가된다. 특히 유럽연합 차원에서 이뤄지는 지역정책은 지역과 유럽연합의 정책결정과정을 긴밀하게 연계시키면서 유럽연합 내 권력과 자원의 배분관계를 변화시켰을 뿐만 아니라, 행위자들의 전략과 정체성에도 영향을 주고 있다.
Abstract
This article examines the impact of regionalism and ‘Europe of the Regions’ on the internal dynamics of the European Union. EU is already an fragmented policy-making system. With enlargement and deepening of the EU, regions replaces the existing states within the EU decision-making process. Regionalism here denotes an active bottom-up regionalist movement seeking more identity and autonomy for a region. It has been encouraged by the EU's regional policies which is designed to reduce the gap between the development levels of the various regions and to strengthen interregional cooperation through several initiatives. As a result regions become more important actors on the complex relations within the EU. Nevertheless the region's extension of power isn't attended with democratic institutionalization which imposed on all actors within the EU.
