러시아 정당정치의 동학: 2차원 정당 스펙트럼 변화와 동인을 중심으로

초록

구소련 붕괴 이후, 러시아의 정당체계는 30여 년의 짧은 민주주의 역사에도 불구하고 경제적 정책과 문화적 가치에 따라 좌파/우파, 진보/보수 차원의 이념적 분열이 나타났다. 이는 1990년대 옐친 대통령 하의 국가두마선거에서 다원성과 군소정당의 난립으로 반영되었으며, 2000년대 초 통합러시아가 좌우 및 진보와 보수를 아우르는 빅텐트를 구성하는 중요한 배경이 되었다. 그러나 기존의 러시아 정당 연구는 구조주의적 관점에서 정치적 패권과 체제를 중심으로 이뤄졌다. 따라서 본 연구는 러시아 정당정치의 동학을 살펴보기 위해 정당 스펙트럼의 변화와 그 동인을 분석하는 데 목적을 두었다. 연구 결과, 정당법 개정과 선거제도의 변화는 러시아 정당 스펙트럼의 축소와 보수 편향을 초래했다. 통합러시아를 중심으로 한 친정부 정당이 의회 다수를 차지하게 되었으며, 진보 성향의 정의러시아와 보수 성향의 자유민주당은 명목상의 경쟁자일 뿐, 실질적으로 정부와의 경쟁력이 제한되었다. 이러한 구조는 다원주의의 쇠퇴와 의회 정치의 형식화를 초래하였다. 나아가, 진보와 좌파, 보수와 우파를 동일시하는 정치적 문법이 러시아 사회에서 적절히 설명되지 않는다는 연구 결과는 권위주의 체제에서도 사회 정체성, 제도적 구조, 정당 간 경쟁에 따라 정당정치의 동학이 복합적일 수 있다는 학문적 의의를 지닌다.

Abstract

Following the collapse of the Soviet Union, Russia’s party system, despite its 30-year history of democracy, has exhibited ideological divisions along economic (left-right) and cultural (progressive- conservative) lines. This ideological fragmentation was reflected in the 1990s State Duma elections under President Yeltsin, where political pluralism led to the proliferation of minor parties. During the early stages of United Russia, the party formed a “big tent,” encompassing both left and right, as well as progressive and conservative factions, which played a crucial role in shaping its dominance. However, previous studies on Russian parties primarily emphasized United Russia's political hegemony and the structural nature of the regime from a structuralist perspective. Therefore, this study aims to analyze the shifts in the party spectrum and the factors driving these changes, with a particular focus on Russia’s major parties. The findings indicate that amendments to the party law and changes in the electoral system have narrowed the party spectrum and reorganized it in a more conservative direction. Pro-government parties, led by United Russia, secured a majority in parliament, while progressive parties like A Just Russia and conservative parties such as the Liberal Democratic Party of Russia (LDPR) remained nominal competitors, with limited actual competitiveness against the government. This structure contributed to the decline of pluralism and the formalization of parliamentary politics. Furthermore, the study reveals that equating progressivism with the left and conservatism with the right, a common political framework in many democratic societies, is not adequate for explaining the political dynamics within Russian society. This finding underscores the academic significance of understanding that, even within authoritarian regimes, the dynamics of party politics can be complex, shaped by social identity, institutional structures, and inter-party competition.
