본 연구는 국가정책을 통해 양성평등을 실현할 수 있도록 정책의 모든 과정과 정책참여 자의 의식에 젠더관점을 적용할 것을 강조하는 성－주류화가 성공적으로 뿌리내릴 수 있는 가를 알아보았다. 특히, 성－주류화의 기초기반이 되는 공공정책영역에 초점을 맞추어 논의 를 진행하였다. 먼저, 성－주류화의 개념과 전제조건, 접근방법 및 구성요소를 이론적으로 논의하고 이를 기초로 고위직 여성공무원과 여성국회의원의 비율을 알아보았다. 이와 함께, 적정한 수준의 여성공무원 비율을 유지하기 위한 적극적 조치로서 여성공무원 채용목표제 와 양성채용목표제를 논의하였다. 다음으로, 성－주류화를 본격적으로 실현하기 위한 정책 주체인 여성관련 정부기구의 위상과 예산규모를 파악하였다. 마지막으로 공무원의 성－평 등 의식과 성－고정관념의 정도를 가늠해보았다. 연구결과, 여성 및 양성평등관련 정책을 위해 제공된 인적자원과 물적 자원 및 성－평등의식을 통해 본 우리나라의 성－주류화의 기반(infra-structure)은 다소 미약한 수준에 있는 것으로 파악되었다. 이러한 논의의 결과, 형 식적인(de jure) 성－주류화만이 아니라 실질적(de facto) 성－주류화를 위한 정책적 노력의 필요성이 제기된다
Abstract
This study is to explore whether infra structure for gender mainstreaming that emphasizes on gender perspective in policy process is established, paying special attention to public sphere. In so doing, firstly concepts, prerequisites and approaches to gender mainstreaming are theoretically discussed. Based on theoretical discussion, infra-structure such as ratio of female civil servants, female members of the National Assembly, and female civil servants in higher ranks are empirically presented in terms of gender equality. After that, institutional infra structure that enhances gender-main streaming such as affirmative action for female civil servants, status of policy units for women issues, and level of budget for women policy are identified. Last but least, gender-stereotypes of women and female managers in terms of cultural infrastructure for gender main streaming are also explored. Findings show that infra-structure for gender mainstreaming in public sphere tends to be limited for appropriate level of gender equality through pulic policy.
