여성정책 관점의 재구성을 위한 시론적 연구: 여성발전론과 성주류화 개념의 이해를 중심으로

이 글에서는 지난 10년간 여성정책의 지구화 경향 속에서 우리나라의 여성정책에서 사용되고 있는 여성발전론, 성주류화, 평등정책, 성인지 정책 등 여성정책 관련 개념들을 비판적으로 고찰하였다. 이는 지구적 차원에서 사용되는 정책 용어들을 우리나라에 들여오면서 정확한 이해와 적용을 위한 공론화가 부재했다는 문제의식에서 비롯되었으며, 여성정책 관점이 젠더관점으로 재구성되어야 하는 근거를 밝히는데 목적이 있다. 이 글의 주요 내용은 정책의 젠더 관점은 한 사회에서 사회적으로 구성된 남성과 여성의 차이를 인식하며 남성과 여성의 위계적인 권력 관계의 변화를 추구한다는 점에서 기존의 성역할을 보존하거나 협소한 의미의 평등개념을 적용하는 여성의 관점이나 적극적 조치의 관점과 구별될 수 있다는 점이다. 이 글에서는 또한 젠더관점의 정책을 실천하기 위한 구체적인 전략으로 성주류화를 이해해야 한다는 점을 밝혔다. 성주류화를 전략으로 이해하게 되면 그 동안 다른 관점에 의해 형성되어 상호배타적으로 시행되어 온 여러 정책들을 젠더관계의 변화를 가져올 수 있는 장단기적인 필요성과 효과성을 판단하고 예측하여 시행할 수 있기 때문이다. 이 글의 결론에서는 젠더 관점의 여성정책은 남성과 여성의 관계 변화를 수반하는 것이어서 수많은 저항에 직면하거나 원래의 정치성이 희석될 수 있기 때문에 정책과정에 대한 여성운동과 여성학 연구자들의 지속적인 비판과 검토가 필요하다는 제언을 하고 있다.

Abstract

This article reviews concepts of WID, GAD, gender mainstreaming, gender equality policy, gender sensitive policy, which has been adopted in Korean women's policies with the global policy diffusion since the UN Beijing Women's Conference of 1995. This article contends that gender perspective on women's policies can be distinguished from women's perspective that does not question existing gender roles and affirmative action approach that focuses on exclusively on the formal rights of women as workers. The article argues that the gender perspective addresses the fundamental causes of gender inequality situated within broader socioeconomic relations. The article suggests that in order to implementing the gender perspective in policy process, we need to understand the concept of gender mainstreaming as a conscious strategy rather than a policy perspective or an approach. This article concludes that feminist engagement in policy process is significant than ever because the original meaning of such concepts grounded in feminist ideas as gender, equality, or gender perspective would be transformed, undermining policy potential to challenge gender relations.
