Abstract
The debate for regional cooperation aiming for conflict resolution is one of key issues in international relations. This approach first bloomed in Europe, and now goes beyond it with virtually the whole world experimenting it. Under these circumstances, we have also witnessed a similar trial in the Korean peninsula. Despite the efforts of two Koreas with a similar objective in mind, however, there are controversies over whether, and to what extent, this has actually contributed to the promotion of peace in the inter-Korean relationship. This paper, thus, aims to argue that the incompatibility of systems parties concerned adopt and practice, as well as the ontological security dilemma that pits one against another, appear to undermine this very process even if these two factors function as preconditions for its success when the cases of Korea and the EU are comparatively examined.
