동아시아 지역협력에 대한 비판적 고찰

Critical Examination of Regional Cooperation in East Asia

초록

본 연구는 현재까지의 동아시아 지역협력의 진행 현황을 비판적으로 고찰하고 대안적 협력 방향을 제시하는데 그 목적을 두고 있다. 이를 위해 본 논문은 우선적으로 지역화와 관련된 몇 가지 쟁점에 대해 분석하고 있다. 세계화와 지역화의 관계에서 상호 보완과 대립, 지역협력의 목표 측면에서는 통합과 영역별 이익 증진,그리고 경로 및 방식에 있어서 경성과 연성적 측면이 존재하고 있다. 이러한 논의는 다양한 형태의 지역화가 존재한다는 점을 증명해 주는 것이다. 이러한 논의를바탕으로 본 논문은 현재 동아시아 지역협력 상황을 분석하고 있다. 그러나 현재동아시아 지역의 상황은 정치, 경제, 사회적 측면에서 국가 간 격차가 상당히 크며,그럼에도 유럽연합의 통합 과정 – 소위 발라사 프레임워크에 따른 통합 과정 – 의적용 가능성에 대한 논의가 주를 이루고 있다. 최근 동아시아 지역 국가들은 자유무역협정 체결 경쟁 양상을 벌이고 있다. 그러나 이와 같은 국가 간 다양한 격차를무시한 협력 혹은 통합은 유럽연합의 예에서 볼 수 있듯이 격차의 심화라는 결과를초래할 수밖에 없다. 결국 동아시아 지역협력의 방향은 (1) 세계화와 상호 대립적측면에서의 지역협력, (2) 통합이 아닌 영역별 이익 증진을 목표로 하는 지역협력,그리고 (3) 발라사 프레임워크식이 아닌 연성적 방식의 지역협력이 적절한 것으로판단된다

Abstract

The purpose of this research is to propose an alternative way of regional cooperation in East Asia with the critical examination of the current regional cooperation in this region. For this, this paper analyses several issues related to regionalisation. This analysis includes (1) the relationship between globalisation and regionalisation as mutual complement and confrontation, (2) regional integration and promotion of benefits by sectors in terms of the purpose of regional cooperation, and (3) ‘hard’ and ‘soft’ in terms of the stage and form of regional cooperation. This analysis also demonstrates that various forms of regional cooperations exist. However, the current situation in East Asia on the regional cooperation has two distintive features: first, countries in East Asia have a big gap from the political, societal and economic aspects; and second, the main discussion on the regional cooperation in this region, in spite of a big gap among countries, is to see the possibility of applying the case of the European integration according to the Balassa framework. Recently, many countries in East Asia are in competition to conclude free trade agreements. This kind of regional cooperations, as it can be seen in the case of the European Union, could result in deepening of gaps, because various forms of free trade agreements in East Asia have been concluded without considering the gap between contracting countries. Therefore, this research suggests an alternative way of regional cooperations in East Asia in consideration of (1) an aspect of mutual confrontation in terms of globalisation, (2) promotion of sectoral benefits rather than integration, and (3) soft process and form with outgrowing the Balassa framework.
